Dry Winter Lowers Risk of Major Spring Floods
Still, heavy rainfall can cause flood damage to homes, businesses, few of which have coverage.
The Ohio River basin and Central Gulf Coast have the greatest risk for major flooding this spring, the National Oceanic and Atmospheric Administration says in its flood outlook released this month. While risk is above normal there because of saturated soils and high river levels, no area of the country is considered high-risk for flooding for the first time in four years.

House Republicans Release Budget Blueprint

Rep. Paul Ryan (R-Wis.), U.S. House Budget Committee chairman, kicked off the Congressional budget writing process this week by releasing his FY 2013 budget blueprint. Although Congress is unlikely to pass a budget this year, the House Republican budget lays down important markers on issues that directly impact the independent agency system.
